Topic: Local/UTC Time

So I am running an app on a host in Australia, but I am in the US. New records posted to the database get timestamped to Sydney time in the created_at and updated_at columns. But how do I change the config so that the app uses my local time (east coast US)?
I have followed the instructions at

and nothing seems to change (yes I restarted the instance lighttpd). This what the environment.rb looks like.
