I use netbeans as my Rails editor on win XP with the rails plugin installed (AWESOME) you will have less of a requirement to view your log files as you can have an output page tab permanently open :-)
If you do need to view the log files then it's a simple matter of navigating to the file in the navigator window and opening it.

I used Aptana studio for a while (9 months approx) and loved it but got fed up with it crashing in Windows at least twice a day so I thought I'd try out netbeans and it totally blew me away. So much better for everything :-)
I would not consider using anything else as it has everything I need all in one place.
The only thing is that you need a reasonable amount of screen space available so it's not much fun running it on a 15" laptop screen on a low resolution.

I find that my 21" monitor running at 1280x1024 is plenty good enough :-)

What you want and what you need are too often not the same thing!

IIRC, Git for windows packages something called as git-shell which is an awesome command line for Windows. Tab completion works and it comes pre-installed with a lot of useful stuff, including what you'r looking for - "tail"
