An easy way to restart services on boot is to use an @reboot line in your crontab. 

@reboot /home/palb/my_mongrel_startup_script

Btw, is that a separate ruby script (think I've seen such a script on the web) or do you run the mongrel_xxxx.yml files

my_mongrel_startup_script in my example is any type of executable script.  I don't like stringing multiple commands in crontabs, and you need to cd to the appropriate directory before starting mongrel, may need to setup paths, etc.  It's also easier to troubleshoot having it in a separate file.
