Topic: is there any free/open source visual web layout design tool out there?

i cant afford dream weaver, is there any good one for free, which helps me to do some layout design, css and stuff?

I recommend that you just use Firefox and install the following two (free) add-ons:
- Web Developer
- Firebug

Both of these will allow you to edit the HTML and the CSS of the web page you're looking at in real time.  I think it's much, much easier to develop this way than using Dreamweaver.

Firebug and WebDeveloper are essential.

Aptana is good as well if you want an IDE.

There's always NVU (http://www.nvu.com/) if you're wanting something more WYSIWYG (though you'll be better off in the long run if you just learn to do the markup by hand).
